Local Language Proficiency Lacking in Facebook Content Moderation

Cultural Competence Critical to Managing Volatile Platform Posts

The Facebook Papers are dominating the news cycle. The papers are a summary of internal documents leaked by former Facebook employee and whistleblower Frances Haugen. They detail Facebook’s inadequate use of artificial intelligence (AI) and human review to target dangerous content on its platforms.

According to the documents, Facebook has struggled to manage volatile content in countries other than the U.S. and Europe, due to a lack of moderators with local language proficiency and cultural competence in unstable regions. This deficit and Facebook’s lack of improved AI and algorithms have contributed to a powder keg of harmful content and hate speech.
